Alternative Payment Arrangements: Getting UC Paid Direct

When a Universal Credit tenant falls behind, an APA can redirect the housing element straight to you, and stop the arrears growing while a possession claim would still be months away.

Universal Credit is paid to the tenant as one monthly sum, and the rent comes out of it only if they choose. An Alternative Payment Arrangement asks the DWP to send the housing element to the landlord instead, which stops arrears accruing from the date it takes effect.


When you can apply

A landlord can request an APA once the tenant is at least three months (13 weeks) in arrears, or where there is evidence the tenant is unlikely to pay, for instance because of a vulnerability such as addiction, mental-health difficulty, or financial mismanagement. The three-month arrears trigger is the usual basis; once reached, you submit the request to the local Jobcentre Plus.

How to apply

1. Confirm it is Universal Credit

Check the tenant receives UC with a housing element, not legacy Housing Benefit, which runs on a separate system.

2. Confirm the threshold

Total the arrears and check they reach at least three months of the contracted rent. On £900 a month, that is at least £2,700.

3. Write to the Jobcentre Plus

There is no standard form; a letter or email is accepted. Include the tenant’s full name and National Insurance number, the property address, the arrears figure and period, your bank details, and the request that the housing element be paid to you directly.

4. Await the decision

The DWP has discretion. It weighs whether the threshold is met, whether a direct payment is in the tenant’s interest, and whether it would prevent an eviction. If approved, payments redirect from the next assessment period.

What about the existing arrears?

An APA redirects future payments; it does not clear the backlog by itself. The DWP can agree a third-party deduction to chip away at arrears from the tenant’s UC, you can pursue the debt as a money claim, and Section 8 proceedings on Grounds 8 or 10 remain available in parallel.

Why an APA before Section 8

For UC tenants it is often faster and less adversarial: court dates take months, an APA can stop the bleeding within weeks, and where arrears are caused by a UC processing delay it fixes the cause rather than punishing the tenant. Keeping the tenancy also preserves the income and avoids the cost of re-letting. Crucially, arrears caused by UC processing delays are excluded from the Ground 8 calculation by statute, so an APA is frequently the more productive route while a claim would not yet succeed.
